Here's the likely cause of missing personal archive folders.
I did some testing on this whole Personal Archive thing as even when using a new version and new license key the archive wasnt showing in Outlook 2010 (yet was showing in OWA).
The retention policy on the mailbox works, and I am able to apply retention tags to folders and such from the Outlook client.

I know there are other people that are having similar problems, and have as yet found no solution.
